Astro-meteorology of the European floods

Thousands of people have fled their homes across central Europe as deadly flood waters continue to rise. The Czech capital, Prague, is on high alert amid fears that floodwater could swamp its historic centre. Underground stations have been closed and schools shut as Prague officials wait and see whether the Vltava River will flood its banks. The BBC's Rob Cameron in Prague says the city is hoping that the defences it installed after devastating floods in 2002 will work.

In August 2002 a flood caused by over a week of continuous heavy rains ravaged Europe, killing dozens, dispossessing thousands, and causing damage of billions of euros in the Czech Republic, Austria, Germany, Slovakia, Poland, Hungary, Romania and Croatia. The flood was of a magnitude expected to occur roughly once a century.

Meteorological astrology or astrometeorology is the practice of applying the astrological/astronomical placements of the Sun, Moon, and planets to forecast the weather.  An extract from the rules of astro-meteorology presented  in the previous post [1] is reproduced below.

Pay close attention to planets (and stars too!)  which are conjunct (or even in  hard aspects to) angles. These are very important and may override much of the sign descriptions.

We will see here that  this condition is satisfied for both the 2002 and 2013 Cancer Ingress charts.

For the 2013 Cancer Ingress the Ascendant at Prague is 25cn25  (most German cities like Leipzig etc that were affected are close enough in longitude to have approximately the same Ascendant value)  with Mercury the 4th lord (associated with weather) at 22cn02.  Conjunct the Ascendant is the star Procyon [25cn51] also called the Star of the Crossing of the Great Water and associated with floods. In China Procyon was Nan-Ho, the Southern River. Just above Nan-Ho are four tiny stars (1,6,11, +1 more: 21cn18, 22cn26,26cn41,?) in Canis Minor called Choui-Wei, the Situation of the Waters, which governed the overflowing of rivers. The astrologers said that if this asterism was clear and tranquil it was a good omen, but if it faded or seemed to drift and combine with the Milky Way, the rivers of the Empire would overflow and flood the lands.

For the 2002 Cancer Ingress  Jupiter [20cn53] is square the Ascendant [25li08]. Here Jupiter is conjunct the stars of Choui-Wei, the Situation of the Waters, which as mentioned above governed the overflowing of rivers, while the Ascendant is square Procyon.  In addition here we have Neptune in the fourth house of weather and Neptune is associated with flooding [1].
