The lunar return that most closely matches the solar return by house cusps and/or planetary configurations usually coincides with the most eventful and climatic time period for the year. Important issues and events signified in the solar return will usually peak during this lunar return. In addition,  solar returns are also activated by lunations (New Moons or Full Moons) occurring on the angles.

Applying these principles to the US Sibly, we look at (a) Sibly solar return (b) the upcoming New Moon (c) the Sibly precessed lunar return.  The Sibly solar return    and the lunar return are closely matched with the powerful Uranus-Pluto-Hades-Kronos T-square on the angles.  The upcoming lunar return  [14 Oct] will be valid when the US debt ceiling will be reached. The  New Moon  of 3 Oct placed at [12li]  opposite Uranus [12ar] activates the entire configuration.  Finally, the transits for 1 Oct, midnight, Washington when the US Government shut down show the same configuration on the angles!

Uranus and Pluto continue to dominate astral affairs this week, and as they persist in questioning authority and challenging the structures of daily life, we continue confronting change. …We are in the midst of a revolution that is unrelenting in its demand for evolution and because the battleground is everywhere, “things” are falling apart at an alarming rate. And they will continue to fall apart until we pay more attention to what unites rather than what divides. Change is possible, but not without monumental shifts in attitudes as well as behavior.

The Sun amplifies the ongoing intensity this week, as it moves into an opposition to Uranus and a square to Pluto, a fractious interaction that operates for the next two weeks; it is exact and separating on October 3. This configuration, known as a T-Square, feeds the souls of zealots as it simultaneously fans the fire of fanaticism, inflaming even the mild mannered to break free from whatever enslaves. Old regimes die hard. Whether they are political or personal, material or ethereal, actual or imaginary, the structures that hold reality in place—physical, mental, emotional, or spiritual—do not let go easily. Even change agents, no matter how deeply committed to conscious living, often struggle to release the old in order to make way for the new. Habits have a way of lingering, stereotypes have a way of making themselves invisible, and wisdom tends to ossify, especially when pride supports a lesson well learned but is no longer applicable. It takes tremendous effort to make a different choice.

July 2013 will see the first pass of a year-long cardinal T-square with Jupiter in Cancer opposite Pluto in Capricorn to form the base, while Uranus in Aries is the apex, and Libra the “target” sign. This represents a roughly one-year period where the ongoing build-up of sporadic shocks, limited upheavals, and incidents of provocative change (Pluto in Capricorn) begin to sink in at the personal, emotional, and family levels of our collective psyche (Jupiter in Cancer). A sizable percentage of people may be jolted awake; some will probably even embrace the impetus for change, becoming active proponents of radical reform (Uranus in Aries). The key will be cooperation with others (Libra as target).
Since the T-square will coincide with the beginnings of a momentous and epochal Grand Cross in the U.S. chart between the U.S. natal Sun and Saturn aligned against transiting Uranus and Pluto, significant breakdowns might occur in the economic and financial sectors that are not merely headline newsmakers, but carry actual impact on people’s daily lives in a more immediate way than in years past (although probably still in pockets rather than culture-wide; that doesn’t emerge until years later).
The mounting challenges to America’s status as an empire and the world’s most  dominant nation that have so far produced only cracks in the façade begin in  2013 to weaken the foundations of both the global economy and the political pyramid atop which America perches. More and more people will realize that the days of American Exceptionalism are numbered, and that we can no longer call
the shots however we wish.
