The Obama administration has proposed strong new
rules targeting coal-burning power plants in an effort to curb global warming. The
Environmental Protection Agency's (EPA) Clean Power Plan seeks to cut carbon
emissions by 30% by 2030. The 645-page rule is a centrepiece of President
Barack Obama's plans to leverage similar commitments from polluting nations

In the
previous post on the abdication of King Juan Carlos we spoke about how the
April 29 eclipse conjunct the stars of Cassiopeia contributed to his end.
Therein we quoted Elsbeth Ebertin

expand our understanding of this constellation

transgressed reasonable limits.

So just as
the Uranus-Pluto Grand Cross ended the Spanish King’s reign, here too the same
Cross is ending the US
dependence on “King Coal”. How can we say that? Well if we just progress the
eclipse chart for Washington
to June 2, the Grand Cross aligns with the horizon axis triggering it on that
day. Not to be overlooked is the quincunx aspect from the eclipse to Mars on
the descendant which let us recall has just begun to move in forward motion
signalling a phase that is characterized by decisive acts that reflect the
lessons learnt from the Grand Cross – the need to adjust to the ending of an
old order.
