EU leaders agree CO2 emissions cut

BRUSSELS, Belgium (UPDATED) – European Union leaders agreed Friday, October 24, what they hailed as the world's most ambitious climate change targets for 2030, paving the way for a new UN-backed global treaty next year. The 28 leaders overcame deep divisions at a summit in Brussels to reach a deal including a commitment to cut greenhouse gas emissions by at least 40% compared to 1990 levels. http://bit.ly/1xg5LrX

Shown here is the chart for the solar eclipse of October 23 drawn for Brussels. The eclipse luminaries form a Grand Trine with Neptune and the TNPs Hades and Kronos. The following extract [1] from StarIQ on Neptune in Pisces  is relevant here:

The value of water is likely to increase, along with investments in conservation and desalinization. However, the effects of pollution might also grow more evident, leading to extensive research to address these problems. Neptune in Pisces increases sensitivity to toxins, requiring more thorough cleanup of existing waste and a more cautious approach to introducing new products into the environment.

The combination of Hades-Neptune refers to “poor air or water quality” [2] while the TNP Kronos refers to leaders or leadership so that the three together can be linked to leaders deliberating environmental concerns.

On the Ascendant [0le]  is the newly discovered Trans Neptunian Object (TNO) Varuna [28cn] square the eclipse [0sc]. In his book The Soul of the Sky, Philip Sedgwick describes Varuna thus:

Varuna came to the attention of astronomers on November 28, 2000, initially known as Kuiper Belt Object (KBO) 2000WR106.  Varuna means “he who covers,” most likely an association with his once held rulership of the heavens. At one point Varuna maintained a top deity ranking. Not only did he direct the heavens, he also managed the waters. One might suspect that working with the planetary waters or heavenly waters (the atmosphere) would become natural concerns. A consciousness of fighting pollution and the will to take on adversaries who disrespect water, sky and Earth could be a huge life theme [3].

The role of newly discovered bodies can also be understood by examining their orbital parameters. Varuna’s North Node is placed at 7cn16 conjunct the star Alhena [9cn06] which is also the position of the TNP Kronos in the eclipse chart. About Alhena Nick Fiorenza writes:

Alhena indicates a milestone or a turning point has been reached or is to be acknowledged. Alhena indicates the need to get off the fence of indecision, to drop any hesitation, as the "time is at hand" to go forth anew. It marks a time of commencement. Alhena can also indicate the need to sign a document or legalize a project, involvement, or commitment, which makes it possible to engage in a new level of involvement [4].
