Giving up the spotlight is never easy. The United States, like many aging celebrities, is struggling to share the stage with new faces, especially China. The upcoming meetings of the International Monetary Fund and the World Bank – two institutions dominated by the US and its Western allies – provide an ideal opportunity to change that. The US must come to terms with the reality that the world has changed. The longer the US remains in a state of denial, the more damage it will do to its interests and its global influence, which remains substantial, if more constrained than before. The world no longer adheres to the static Cold War order, with two blocs locked in open but guarded confrontation. Nor does it work according to the Pax Americana that dominated in the decade after the Soviet Union’s collapse, when the US briefly emerged as the sole superpower. Spring Meetings of the World Bank Group and the International Monetary Fund will take place April 17-19, 2015 at Washington, D.C. [1]. On April 15, the Sun enters sidereal Aries, the chart for which is shown here. The prominent aspect is the Uranus-Pluto square on the horizon axis. Uranus [16ar] is conjunct lambda Cephei [16ar] in King Cepheus’ head.

The authoritarian King is depicted as an impatient, tyrannical loner with an inner toughness and an arrogant, autocratic sense of personal superiority.  The King often refuses to listen to suggestions or criticism, and is prone to use strongarm tactics or to bully others for “their own good”.  He brooks no opposition and therefore there is a possibility of loss of power and position because of his obstinacy and rigidity.[2]  

The Ascendant [13cp] and Pluto[15cp] are conjunct the stars of the Archer and Aquila. About this area Diana Rosenberg writes:

“Embattled” might be the best description of those born under these stars…Headstrong, not inclined to heed advice, they will fight for their principles and are not usually willing to share power; their leadership style is usually stern, autocratic, dictatorial and self-protective. Bigotry may be an issue. A few may suffer exile or imprisonment…Life brings issues of power, of whether to fight to the end or agree to compromise.

If in this mix we throw in Ebertin’s keyphrase for Uranus-Pluto, “the collapse of an old order and beginning of a new one” we begin to understand what is really happening.  The US and its crony institutions, the IMF and the World Bank (the old King) may just be exiled if they do not accept the changes that the new order demands.
