Large-scale
evacuations are taking place among residents of the low levels of Oroville and
areas downstream after torrential rains led to the overflow of Lake Oroville in
Northern California for first time in 48-year history, leading to what is said
to be an imminent failure of the dam's spillway, which according to officials

Many of us modern astrologers may have forgotten the work of
Cyril Fagan, the pioneer who gave respectability to sidereal astrology. I feel
that that it is important that we remember what he said:
It has long been the
custom in this branch of astrology to consider maps drawn for the time of the
entry of the Sun into the cardinal signs: Aries,Cancer,Libra and Capricorn. Of
these, the Aries Ingress was by tradition considered the most important and possibly
to be thought of as “the map of the year”. Led by Carter astrologers have begun
to consider the Capricorn as the prime ingress.
It was Carter who
suggested that if the sidereal zodiac were valid, maps for the entry of the Sun
into the constellations of Aries,Cancer,Libra and Capricorn would be of
importance. This suggestion was followed up by Garth Allen, who in an extensive
statistical investigation found that the sidereal ingresses were not only valid
but of the highest significance. This opinion has been fully confirmed by other
investigators in recent years. Garth eventually arrived at the conclusion that
the Capricorn Sidereal Ingress was of primary importance followed in rank by
that of Cancer; Aries and Libra, whilst having some significance, could be
considered of lesser importance.

Astrologers have discovered that progressing the Capricorn
ingress chart on a daily basis can reveal important events. Shown here is the
sidereal Capricorn ingress chart progressed to Feb.12, the date of the news.
Notice that the T-square with Sun-Pluto at the apex reaches the horizon
axis. The Jupiter-Uranus opposition
forms the arms of the T. Uranus [21ar] is conjunct the theta (θ)
Eridanus, Acamar, ia star in the River Eridanus often referred to as a dam [1].
Ebertin links Uranus-Pluto with collapses and from the reference below we have:
Pluto in Capricorn [2]
: collapse of infrastructure.
But going a little further we have on the Ascendant, the
star Procyon, alpha Canis Minor which was part of the Chinese asterism Pe-Ho,
the Northern River and the star xi Geminorum which was Tsi-Choui, the Accumulated Waters;
or the Massed or Swollen Waters. A close eye was kept on this star to see if
there was danger of summer floods; astrologers held that if one moment it
looked bright and the next it faded away, rivers would overflow and fords and
bridges would become impassable.
Finally, we also note that Neptune, the planet which rules
lakes and rivers [3] also forms aspects to the progressed horizon axis. Putting
the elements together we can see how the chart identifies the danger from
waters overflowing from a lake.
